Een Task force Jazz -en wereld muziek onder leiding van Voorzitter van de Beroepsvereniging van Improviserende Musici vocalist Fleurine Verloop toog op uitnodiging van voorzitter NPO bestuur Frederieke Leeflang naar Hilversum voor een top overleg.
Aanleiding was de muzikale protestmars van ruim 150 Nederlandse musici, met de fine fleur van de Nederlandse jazz en wereldmuziek waaronder Nippy Noya, Ronald Snijders, Maria Mendes, Rolf Delfos, Lucas van Merwijk, Jasper Blom, Hans Mantel, Martin Fondse, Ben van den Dungen, en Loek Dikker die vechten voor een structurele zendtijd op de publieke omroep van jazz-en wereldmuziek.

De task force bestaande uit pianist Rembrandt Frerichs van Stichting Tonality, Drummer Giovanni Essed en Sem de Jongh, directeur van de Concertzender troffen in Hilversum naast Frederieke Leeflang Stephan Alspeer, genremanager Cultuur en Amusement Televisie NPO, Jurre Bosman, directeur Audio en Vincent Krom van NPO2 extra.
Fleurine opende de vergadering met het aanbieden van een taart met veelkleurige bessen bovenop een dikke witte roomvulling. “Deze taart staat voor Nederland; een kwart van ons land bestaat anno 2023 uit Nederlanders met een migratie achtergrond- zij worden in jullie aanbod nauwelijks bediend, terwijl de NPO er juist is voor representatie van iedereen, ook de diversere culturele groepen zoals liefhebbers van wereldmuziek en jazz.”
”Het feit dat nog steeds niemand weet wat Kawina is in 2023” is treffend aldus Essed, die in 1994 al de Kunstbende prijs won met zijn Surinaamse Kawina band.
De NPO top bleek het eens met de delegatie dat de inclusie van jazz- en wereldmuziek bij NPO te wensen overliet.
Directeur audio Jurre Bosman liet weten dat een deel van de verantwoordelijkheid ook bij de omroepen lag. Rembrandt vond dit een signaal waar de task force weinig mee kon. “Als de NPO de omroepen verantwoordelijk stelt, terwijl de omroepen de NPO verantwoordelijk achtten, dan is er niemand dus aanwijsbaar verantwoordelijk.”
De NPO is nu aan zet door budgetten en slots aan te wijzen waar de omroepen op kunnen intekenen. Bovendien hebben de omroepen vrijwel alle presentatoren met muzikale kennis op dit gebied naar huis gestuurd in de afgelopen jaren” aldus Rembrandt.
Bosman betreurde de teloorgang van Radio 6 waarmee veel kennis en aandacht voor Jazz en wereldmuziek verloren is gegaan. Sem de Jongh wees erop dat de Concertzender nog wel veel aan deze content biedt en tot 2009 onderdeel was van de NOS. Een samenwerking in de toekomst, zoals die in het verleden bestond zou een deel van het radio probleem eventueel kunnen ondervangen. Fleurine voegde daaraan toe dat het dan wel om dezelfde soort budgetten moest gaan als bij ‘NPO Klassiek’ en dat het niet zo kon zijn dat Jazz & world weer ‘hun eigen broek moesten ophouden’.
Met betrekking tot bestaande plannen bij de NPO meldde Bosman : ”Op onze digitale zender NPO Soul & Jazz, te ontvangen via de kabel, DAB+ en online, gaan we samen met de omroepen in 2024 het aanbod van jazz versterken.
De gesprekken over de invulling hiervan lopen nu We zien ook kansen om ons podcastaanbod op het gebied van jazz uit te breiden, naast bijvoorbeeld de lopende serie Get In! van Benjamin Herman (NTR) met jonge muzikanten.”
N.a.v de gepubliceerde jaarcijfers over het afgelopen jaar pleitte Fleurine ervoor dat de omroep een kwart van haar budget ter beschikking moet stellen om in deze diversiteit te investeren ,waarnaast een Jazz en- wereldmuziek zender op zijn plaats zou zijn. “NPO Soul en Jazz” dekt de “Jazz” lading niet, daar het geen verdieping biedt en bovendien nauwelijks Nederlandstalent laat horen.Het is een lekkere soul zender van oude top 40 hits maar de Jazz- en wereldmuziek heeft dringend zender nodig met meer inhoud ,en dan bij voorkeur in de ether en niet op een themakanaal.”
Stephan Alspeer onderstreepte vanuit het Televisie aanbod dat hij de BiMpro en haar taskforce als partners ziet en graag tot actie modus overgaat. Hij vroeg de taskforce om steun om content naar de omroepen te brengen.
De taskforce stelde als deel van de oplossing voor met een artistieke raad te komen die de verdwenen expertise bij de NPO gaat opvullen.De uitdrukkelijke wens van de taskforce is dat 25% van het aanbod van de NPO op alle zenders aandacht aan Jazz en wereldmuziek gaat besteden. Over de precieze invulling ervan is BiMpro in gesprek met verschillende partijen. Frederieke Leeflang onderstreepte het belang van een samenwerking waardoor de bijeenkomst, die gestoeld was op een protest een constructieve wending kreeg.Ze stond bovendien garant voor een vervolggesprek in september.
Alle NPO aanwezigen kregen het BiMpro protestboek aangeboden waarin naast honderden musici alle grote jazz- en wereldmuziek podia en festivals hun steun betuigden. Dit nieuwe boek werd afgelopen dinsdag in Hilversum al aan Leeflang overhandigd terwijl ruim 100 musici hun protest zongen en speelden in de Peperbus, het hoofdbolwerk van de NPO top. Daarna togen zij naar Den Haag waar aan Lucille Werner (CDA) die eerder de Kamervraag over het ‘schrappen van Jazz en Wereldmuziek’ bij de NPO had gesteld, een protestboek werd overhandigd. Ook Mohammed Mohandis (PvdA), Ingrid Michon (VVD) Christine Teunissen (Partij voor de Dieren,) Lisa Westerveld, (Groen Links) Stieneke van der Graaf (CU), Peter Kwint (SP) en Sylvana Simons (Bij1) kregen een protestboek en een petitie aangereikt na een swingende doch dringende protestmars voor het plein van de Tweede Kamer.
Fleurine,die tevens President van Voice for Jazzmusicians in Europe is: “Er is geen ander Europees land om ons heen waar deze genres zo achtergesteld zijn, als in Nederland. Sinds het vertrek van Matthijs van Nieuwkerk is ook de laatste strohalm van Jazz en wereld muziek op TV verdwenen. Dat we afhankelijk waren van de smaak van één presentator en de invulling van één zender als Radio 4 illustreert onze huidige kwetsbaarheid. Daar belooft de NPO nu structureel iets aan te veranderen Wij zijn hoopvol dat dit eerste topoverleg het startsignaal is voor werkelijke verandering en inclusie.”

Musici protesteren massaal voor meer muzikale diversiteit bij de NPO

Duizenden Nederlandse makers en liefhebbers zijn de dupe van structureel gebrek aan jazz- en wereldmuziek bij publieke omroep.
‘Het Nederlandse publieke omroepbestel miskent de diversiteit in Nederland.’ Musici en muziekorganisaties protesteren volgende week bij de Tweede Kamer tegen het structurele gebrek aan jazz- en wereldmuziek bij de NPO.
De actie
Op dinsdag 27 juni 2023 verzamelen musici zich voor een protestmars om 13.30 uur in Den Haag aan de Bezuidenhoutseweg,voor de Tweede Kamer. Aansluitend wordt bij de Tweede Kamer een petitie aangeboden in de vorm van een protestboek, aan alle culturele beleidsmakers uit de politiek. Dit boek bestaat uit 260 brieven waarin musici de noodklok luiden, waaronder Hans Dulfer, Trijntje Oosterhuis, Ronald Snijders, Eric Vloeimans, Izaline Calister, Rembrandt Frerichs, Lilian Vieira, Peter Beets en Componist des Vaderlands Martin Fondse. Ook muziekorganisaties als North Sea Jazz, het Concertgebouw, het Bimhuis, TivoliVredenburg, World Music Forum NL en Nederlandse Conservatoria betuigden hun steun.
Meer zendtijd op hoofdkanalen radio en tv
NPO moet meer structurele zendtijd geven aan jazz- en wereldmuziek op de hoofdkanalen van radio en tv, aldus de musici en muziekorganisaties. Om dit statement kracht bij te zetten, wordt er op dinsdag 27 juni een muzikale protestmars georganiseerd onder leiding van het Jazz Orchestra of the Concertgebouw, waarbij musici en vertegenwoordigers van muziekorganisaties meelopen. Het protest is een initiatief van de Beroepsvereniging van Improviserende Musici (BiMpro) ondersteund door het Jazz Orchestra of Concertgebouw (JOC) en de Kunstenbond.
‘NPO houdt zich niet aan missie’
De afgelopen jaren is er steeds minder ruimte voor jazz- en wereldmuziek op de publieke omroep.
In 2019 verdween het muziekprogramma Vrije Geluiden van de Televisie, en begin dit jaar werd NPO Radio 4 officieel ‘NPO Klassiek’ waarmee ook in de ether vrijwel geen plek meer overblijft voor jazz- en wereldmuziek. Voor Fleurine,, vocalist en voorzitter van Beroepsvereniging Improviserende Musici (BiMpro), was het de druppel die de emmer deed overlopen. Ze kaartte deze ‘kaalslag’ in november 2022 al aan in een opiniestuk in het NRC. Het leidde tot een gesprek van een jazz- en wereldmuziek delegatie met Jurre Bosman, directeur audio bij de NPO, een bezoek aan staatssecretaris van cultuur en media Gunay Uslu ,een rondetafelgesprek op OC&W en een kamervraag, maar inhoudelijk gaf de NPO geen duimbreed toe.
Fleurine: “In de missie van de NPO staat dat programma’s niet alleen gemaakt mogen worden voor het grote publiek, maar ook voor kleinere doelgroepen en dat zij alle bevolkingsgroepen dient te vertegenwoordigen. Hier wordt immers ons belastinggeld uitgegeven. Maar die brede vertegenwoordiging blijft uit binnen de muziek.. Nederland heeft een multiculturele samenleving, waarvan een kwart anno 2023 een migratieachtergrond heeft. Het kijk- en luisterpubliek wordt veel te eenzijdig bediend en komt nauwelijks in contact met het erfgoed van andere in Nederland levende culturen. En dan hebben we het nog niet eens gehad over de 75.000 mensen die jaarlijks het North Sea Jazz festival bezoeken. Slechts twee weken per jaar rondom het festival is er daadwerkelijk aandacht voor hun favoriete muziek bij de NPO. De rest van het jaar is er geen structurele plek die verdieping biedt voor jazz- en wereldmuziek liefhebbers.”
Talent-en kapitaalvernietiging: minimaal 4000 makers in de kou
Daarnaast stel BiMpro dat het gebrek aan vertegenwoordiging van deze genres tot talent-en kapitaalvernietiging leidt: “In Nederland hebben we negen internationaal geroemde conservatoria met een jazzafdeling. Elk jaar studeren daar circa 300 jonge studenten af in jazz-en wereldmuziek. Hoe kunnen in Nederland opgeleide makers publiek bereiken en zalen vullen zonder structurele uitzendmogelijkheden op radio en tv? Het rijk investeert in hun opleiding maar laat ze vervolgens in de kou staan doordat de NPO haar missie en verantwoordelijkheid niet naleeft.”
Nederland telt momenteel zo’n 4000 makers in de jazz- en wereldmuziek scene.
Themakanaal als schijnoplossing
Lucille Werner (CDA) stelde eerder dit jaar een kamervraag over het schrappen van jazz- en wereldmuziek, die door de NPO beantwoord werd met een verwijzing naar hun themakanaal op NPO2.
De NPO draait wel non-stop soul en jazz op het digitale kabelkanaal NPO Radio 2 Soul & Jazz.
Fleurine: De naamgeving van dit kanaal dekt de lading absoluut niet voor waar het jazz betreft; er wordt hoofdzakelijk commerciële soul gedraaid. Er wordt hoogstens één jazznummer per uur gedraaid en dan is het ook nog eens zelden van eigen bodem, van de musici die het nodig hebben ontdekt of gehoord te worden. Oude internationale iconen als Nina Simone of Frank Sinatra komen dan voorbij. Qua wereldmuziek hoor je er Bob Marley of Peter Tosh, eveneens internationale oude top40-hits. Er worden geen programma’s op gepresenteerd die informatieve, educatieve of historische diepgang bieden met betrekking tot artiesten.”

Met een 20% -25% vrouwelijk aandeel in Jazz -impro en Wereldmuziek is gendergelijkheid “50/50” geen optie, maar wat wel mogelijk is zijn gelijke kansen op de arbeidsmarkt gebaseerd op het actuele aandeel vrouwen in Jazz.
Om dit te bevorderen is ⅕ vanaf april 2023 het nieuwe FV ( female Voice) quotum dat binnen de Nederlandse Jazz, Impro en wereldmuziek gehanteerd zal worden.
Dat betekent dat er anno 2023 tenminste 20% vrouwen in line-up’s, magazine’s , intevieuws , Cd-recensies, airplay, playlists en festivals zichtbaar moeten zijn.
Blader maar eens door speellijsten en uitlijsten en magazines van de afgelopen maanden..Daar voldoen we tot op heden op vele plekken echt nog lang niet aan, maar dit wordt de nieuwe standaard, graadmeter, en houvast voor boekers en programmeurs radiomakers en tijdschriften etc.
Als het aantal vrouwen groeit zal het quotum uiteraard bijgesteld worden.
*We hanteren 20% omdat van de maximaal 25 % vrouwen niet iedereen uitvoerend musicus is, (er zitten ook studenten en docenten tussen die geen podiumcarriere of recording output ambiëren, maar die minimale 20% moet vertegenwoordigd zijn.
50/50 is een toekomstdroom, maar 20% helpt in elk geval het actuele aandeel vrouwen aan werk op Nederlandse wereldmuziek, Jazz -en Impro podia. Verder zetten we in op het actief te stimuleren van meer instrumentalisten in educatieve voorbeeldfuncties.
Vrouwelijke instrumentalisten als rolmodel zijn van groot belang om de monotonie van het Jazzlandschap te doorbreken.Ook de waardering voor vrouwen mid- en late career verdient meer aandacht in Nederland.

Na een inspirerende eerste gespreksmiddag in november, komt er nu een tweede editie Rondetafelgesprek Improvisatie. Deze is op zondag 5 Februari, 14:00-16:30 in de ONDERBUIK (Koningsweg 290, 3585LD) in Utrecht.
De eerste editie werd vorig jaar november ter gelegenheid van 50jaar BIM georganiseerd. Tijdens de gesprekken kwam naar voren er nieuwsgierigheid is naar de verschillende improvisatie initiatieven door het hele land. Improvisatie ensemble en platform BUI nodigt jullie daarom uit om het gesprek voort te zetten in Utrecht. De ONDERBUIK is een voormalig atoombunker op Fort Lunet I en wordt nu sinds een aantal jaar gebruikt als muzikale broedplaats voor jonge Utrechtse musici, beheerd door Stichting BUI.
In deze tweede editie gaan we verder door op thema’s aanbod zijn gekomen en er worden nieuwe thema’s en invalshoeken aangesneden.
